Q: Can I substitute a standard washer of the same size?
It is not a good idea. The material, the thickness and the surface finish are all part of what Burks specified, and this part sits in a wet, sometimes corrosive location under a clamping load that has to stay constant.
Q: Does this need replacing every time?
Inspect it and renew it whenever the part it works with is being replaced. It is inexpensive, it is inside the pump, and a second strip-down to fit a small part is an expensive way to learn the lesson.
Q: What happens if it is left out at reassembly?
